Government includes refrigeration in the list of essential activities
The President of the Republic, Jair Bolsonaro, expanded the list of public services and essential activities that can function during the covid-19 pandemic, a disease caused by the new coronavirus (Sars-CoV-2).
Now, the social isolation measures adopted by states and municipalities can no longer restrict the production, distribution, marketing, maintenance, replacement, technical assistance, monitoring and inspection of infrastructure equipment, facilities and machinery in general, including refrigeration and air systems. conditioning.
The decree, published today (29) in the Federal Official Gazette (DOU), clarifies that the change "was the object of multidisciplinary discussion and evaluation by a collegiate composed of representatives from the areas of sanitary surveillance, health, the supply of food products and logistics".
The text emphasizes that its edition considers a precautionary measure by the Federal Supreme Court (STF), which endorsed the interpretation that the President of the Republic may have, provided that the attribution of each sphere of government is preserved, on public services and essential activities during the emergency.
Previously, the National Health Surveillance Agency (Anvisa) had already recognized, at the request of the National Council for Air Conditioning and Refrigeration (CNCR), that the services provided by this industry are essential to fight the pandemic.
In fact, since the first restrictions imposed by governors and mayors, representatives of the segment have been trying to sensitize authorities about its relevance to society.
"Right now, we are analyzing whether there are decrees from other federal entities superimposing the new presidential decree, so that the appropriate legal measures can be taken in defense of the sector", says the chairman of the committee that brings together unions and associations of the HVAC-R, Newton Victor da Silva Filho.
